The building takes the form of a leaning fountain, inspired by the one on Place Saint-Michel in Paris. Its architecture is organized around the central medallion, enamelled on earthenware tiles, sometimes improperly referred to as a mosaic. Two engaged columns with Corinthian capitals, surmounted by a double entablature, frame Balze's work.
